Most IT organizations have been managing their Agencies IT services, infrastructure and support of end users for many years, and mobility is simply an extension of those services. Similar to your legacy environment, mobility is made up of devices with operating systems and a human interface, a network infrastructure, and services initiated and consumed by those devices.
